Nicholas Soares is a partner at TPM and practices environmental and civil rights litigation.

Mr. Soares has litigated environmental issues on behalf of plaintiffs before federal courts and state administrative tribunals, including matters brought under the Resource Conservation and Recovery Act and the Clean Water Act.

Mr. Soares has experience litigating class actions in federal court related to the violation of the statutory and constitutional rights of public benefits recipients.  He has also represented individuals before the District of Columbia Office of Administrative Hearings on claims related to their benefits.

Mr. Soares has experience litigating the District of Columbia Freedom of Information Act in the D.C. courts.  He also has experience with other state and federal open records laws.

Mr. Soares has experience litigating employment issues on behalf of plaintiffs alleging racial discrimination in federal court.  He has also litigated an employment suit on behalf of a plaintiff alleging unlawful reprisal under the District of Columbia Whistleblower Protection Act.

Mr. Soares has also litigated on behalf of a relator in a suit brought under the False Claims Act.

Mr. Soares earned a B.S.E. in Biomedical Engineering in 2003 and a master’s degree in Engineering Management in 2005 from Duke University.  He received his J.D., cum laude, from Georgetown University Law Center in 2012.

Prior to law school, Mr. Soares worked as an analyst and developer at a software company.
