Alicia Clark Alcorn

Throughout her nearly 20-year career, Alicia Alcorn has been committed to practicing law in the public interest to protect environmental resources, as well as the rights of disadvantaged individuals. Ms. Alcorn’s practice has primarily concentrated on representing citizen groups and individuals in complex environmental litigation in the federal courts under the Clean Water Act (CWA) and the Resource Conservation and Recovery Act (RCRA). 

Pursuant to RCRA, which is designed to require the remediation of solid or hazardous waste contamination that may present an imminent and substantial endangerment to human health and/or the environment, Ms. Alcorn has effectively assisted individuals and organizations to force responsible parties to clean-up and remediate sites that pose a risk to individuals or the environment. This work has resulted in the remediation to protect the public and the environment from exposure to dangerous contamination at sites such as the Bayfront Redevelopment Area in Jersey City, New Jersey, which is allowing for, and spurring, the needed redevelopment of Jersey City’s westside. Ms. Alcorn also has extensive experience in monitoring and enforcing the implementation of injunctive relief in hazardous waste cases which can be a complex and costly process in which the parties often have differing motivations. Ms. Alcorn has committed a significant portion of her practice to the post-judgment/settlement phase of litigation, developing expertise in the oversight of technical and legal issues associated with remedial actions. 

In addition to Ms. Alcorn’s environmental practice, her work includes wide-ranging experience with attorneys’ fee litigation pursuant to fee shifting provisions of federal environmental and civil rights statutes. Ms. Alcorn also works to assist children with complex health issues that are enrolled in the District of Columbia Medicaid program to obtain the health benefits to which they are entitled.

Ms. Alcorn joined the firm as a legal assistant in March 1998, after earning her B.A. in Environmental Studies from William Smith College in May 1997. Ms. Alcorn earned her J.D. from George Mason University School of Law in May 2004. Ms. Alcorn joined the Firm an associate in June 2004 and she was named a partner in 2012.
